I'm not trying to defend the guy at all, but I honestly couldn't tell if he was masturbating. You know, back in my engineering college days, a teacher wrongly accused me of watching pornography in a lecture on my phone just because she thought my facial expressions looked suspicious. In reality, I was only texting a friend. But she beat the hell out of me.

Definitely wrong if he's rubbing or even touching his junk in public but.... there's always a but. I don't think the video is of any use:
1. No movement at all and he seemed to be looking outside the window, minding his own business. 2. When the cameraman tapped the girl and the accused moved his hand to the handle of his bag, it took too little time to put this hand on the handle (and again, the bag barely moved) if he was indeed touching his junk just up until then, it probably would have caused some movement or taken a bit longer time. He perhaps had his hand just under the bag also - and almost everyone traveling in public transport keeps the bag on their lap.
3. Those saying he couldn't defend himself - I doubt even an innocent person can defend himself at the slightest if suddenly accused in public like this.

There isn't any concrete evidence of him masturbating in this. The only evidence is that his right was on his crotch and when the guy informed the girl he took off his right hand and put his left hand in and was adjusting something.
